New Zealand’s banknotes did not begin life as a government monopoly. Through the 19th and early 20th century, a handful of trading banks issued their own notes under statute, with the Bank of New Zealand (BNZ, founded 1861) the most prominent by reach and volume. In that world, a note was both a promise and a billboard: it had to clear in distant towns, win public trust after periodic credit shocks, and meet London’s standards when bills were settled across the Empire.

Banknote Security and Insider Risks in the Colonial Age

In the nineteenth century, the production of paper money balanced on a fragile mix of trust and control. A single sheet of banknotes rolling off a private printer’s press could represent more value than a craftsman would see in a lifetime — yet deliberate theft or misuse by printing staff was remarkably rare. The system that grew up around early banknote printing was built to prevent it. Every sheet, plate, and impression was numbered, signed off, and logged in ledgers; paper stocks were locked away; and no note became valid until authorized officers added their signatures. Anyone caught with an unaccounted sheet faced not just dismissal but prison or transportation. In Britain, forgery remained a capital crime until 1832 — and even afterward, the penalties were harsh enough to deter most risks.

Barbados did not build its modern state finance on circulating banknotes alone. Alongside everyday currency, governments rely on a quieter class of paper: short-term debt instruments that move liquidity inside the treasury system, support cash management, and provide auditable proof that public finance is being administered according to law. The Treasury Bills (Local) Act of 1922 provided Barbados with that legal authority. What survives today in private hands, however, is not a long run of early printed bills. Your inventory begins in the late 1950s and then concentrates from 1960 through the early 1980s, precisely when Barbados’s fiscal administration and printing workflows became mature enough to generate—and preserve—reference material in the modern sense.
