Issuing a testimonial entirely in Arabic represented an unusual administrative step and reflected a specific legal need: the recipient required a certification recognizable and acceptable to Egyptian officials. European consulates almost never adopted the local script for formal acts. Arabic chancery style required trained clerks fluent in both Arabic legal phrasing and the administrative vocabulary of European consulates. Only in rare circumstances-typically involving identity disputes, court testimony, inheritance issues, or cross-jurisdiction registrations-would a European consulate produce an official document in Arabic. Adhesive revenues were introduced to streamline fee collection, reduce fraud, simplify accounting, and standardise records across provincial and urban offices.
